An ad network is a network of publishers from where you can buy inventory instead of going to every single publisher and buying it separately. An ad network aggregates,packages inventory from multiple sources (publishers) and allows an advertiser to access that collective inventory
An ad server is essentially a tool used by advertisers or agencies(on behalf of advertisers) to traffic campaign elements (primarily creative assets) that will be served on that specific ad network(s)

An ad server is a software for direct advertising on sites. The advertising server provides broadcast advertising materials to the publisher's sites, counts the number of impressions, clicks, has tools for optimization of campaigns exactly like other elements of the RTB ecosystem.
